Lile, P.E. <br />Director, CWCB <br />721 Centennial Building <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br />Re: Purgatoire River Transit Loss Study <br /> <br />Dear Mr. Lile; <br /> <br />This is to formalize the request for a grant to the Purgatoire <br />River Water Conservancy District (PRWCD) that was presented orally <br />at the Colorado Water Conservation Board (CWCB) meeting on <br />september 14, 1994. <br /> <br />The request is to support the transit loss study on the <br />Purgatoire River which is a cooperative study between the PRWCD and <br />the U.S. Geological Survey (USGS). The PRWCD has already expended <br />$10,000 in fiscal year 1994 in order to move the study ahead <br />because of the importance of the results anticipated to resolution <br />of the serious issues raised in the Special Masters decision in the <br />KANSAS v. COLORADO litigation. Study details are contained in the <br />project proposal prepared by the USGS dated March 14, 1994 and <br />presented to the CWCB and your staff previously. <br /> <br />To summarize the request before you, the PRWCD respectfully <br />requests approval by the CWCB of a grant in the amount of $50,000 <br />to assist in funding the USGS study to estimate streamflow losses <br />and transit times in the Purgatoire River. The funding is <br />requested in two increments as follow: <br /> <br />a. $25,000 in fiscal year 1995 to support Phase I of the <br />study which is already underway, and, <br /> <br />b. $25,000 in a subsequent fiscal year (probably FY-97) to <br />support Phase II of the study, provided that: <br /> <br />1. The USGS and PRWCD agree that Phase II is <br />necessary, and, <br /> <br />2. The PRWCD agrees to match monies provided . by the <br />-CWCB for Phase II <br />
