Re: Purgatoire River Transit Loss Study

Dear Mr. Lile;

This is to formalize the request for a grant to the Purgatoire
River Water Conservancy District (PRWCD) that was presented orally
at the Colorado Water Conservation Board (CWCB) meeting on
september 14, 1994.

The request is to support the transit loss study on the
Purgatoire River which is a cooperative study between the PRWCD and
the U.S. Geological Survey (USGS). The PRWCD has already expended
$10,000 in fiscal year 1994 in order to move the study ahead
because of the importance of the results anticipated to resolution
of the serious issues raised in the Special Masters decision in the
KANSAS v. COLORADO litigation. Study details are contained in the
project proposal prepared by the USGS dated March 14, 1994 and
presented to the CWCB and your staff previously.

To summarize the request before you, the PRWCD respectfully
requests approval by the CWCB of a grant in the amount of $50,000
to assist in funding the USGS study to estimate streamflow losses
and transit times in the Purgatoire River. The funding is
requested in two increments as follow:

a. $25,000 in fiscal year 1995 to support Phase I of the
study which is already underway, and,

b. $25,000 in a subsequent fiscal year (probably FY-97) to
support Phase II of the study, provided that:

1. The USGS and PRWCD agree that Phase II is
necessary, and,

2. The PRWCD agrees to match monies provided . by the
-CWCB for Phase II
