Southeastern Colorado 1984-92," The CWCB provided financial assistance
($25,000) to the Purgatoire River Water Conservancy District (PRWCD) for this phase I effort, This
memo is to advise you of the availability of the final report and briefly review the main conclusions,
Attached hereto are four pages from the final report: page I "Abstract", page 3 map, page 21 "Table
3 Statistical Summary", and page 23 "Summary," Please contact me if you would like a full copy
ofthe report,

Backgmund:
The PR WCD has been interested in finding additional sources of supply for storage at Trinidad
Reservoir for a number of years, The Colorado Division of Parks and Outdoor Recreation is also
interested in obtaining additional water for the recreation pool at Trinidad Lake State Park. The most
likely available sources would require an exchange down the mainstream of the Arkansas and
backup the Purgatoire, Accurate detenuination oftransit losses during such an exchange would be
crucial both to its acceptance by other users (including Kansas) and to the cost to the PRWCD in
tenus of yield at Trinidad.

The PR WCD asked the USGS to conduct a study of traveltimes and transit losses/gains on the
Purgatoire as part of their effort to obtain an exchange account at JOM Martin Reservoir (JMR).
Losses and traveltimes on the Arkansas between Pueblo Reservoir and JMR were studied by USGS
in the 70's and the results as published in WRI 78-75 have been accepted as the basis for river
operations by a consensus of water users and officials,

C:\SRMILLER\ARKANSAS\PROJECTS\TRANsmpURGTL03.MEM
JUlle2,l997
