Authority exists in the law, and funds have been budgeted, appropriated and otherwise <br />made available and a sufficient unencumbered balance thereof remains available for payment in Fund <br />Number 424, Organization YYYY, Appropriation 638, Program WTRC, Object Code 5120, Contract <br />Encumbrance Number C153716, (.:XJ) <br /> <br />B. Required approval, clearance, and coordination have been accomplished from and with <br />appropriate agencies, <br /> <br />C, At the request of the Contractor, the U.S, Geological Survey (USGS) has agreed to <br />conduct an investigation and assessment of transit losses and travel times associated with releases <br />of water from the Trinidad Reservoir in and along the Purgatoire River to its confluence with the <br />Arkansas River, hereinafter referred to as the Study. <br /> <br />D. The Contractor and the USGS have entered into Joint Funding Agreements, incorporated <br />herein by this reference, pursuant to which the USGS has performed field and office work pertaining <br />to the Study and has submitted Bills for Collection for such work, <br /> <br />E. The Study is separated into two phases. Phase 1 utilizes existing data and previous <br />studies to estimate streamflow losses associated with the Trinidad Reservoir releases to various <br />points over the 160 miles downstream to the confluence with the Arkansas River, If existing data <br />is inadequate to provide estimates of suitable precision, or if it is necessary and feasible to further <br />refine issues such as the ultimate fate of "lost" water, Phase 2 may be undertaken using modeling <br />and test releases, This contract applies to Phase 1 only, and Phase 1 is hereinafter referred to as the <br />Project or Phase 1, <br /> <br />F, The total cost of Phase 1 is $101,800, with the costs to be allocated as follows: 50% <br />paid by the USGS and $2,500 paid by the Arkansas River Compact Administration, with the <br />remaining portion of the cost to be shared equally between the Contractor and the State, <br /> <br />Purgatoire River Water Conservancy District <br /> <br />Page 1 of 5 <br />
