Board approval of engineering firm and engineering <br />agreement between engineering firm and project sponsor. <br /> <br />2. Preparation of detailed plans and specifications for <br />authorized projects by consulting engineering firm. <br /> <br />3. Approval of detailed plans and specifications by Soard <br />staff (plans and specifications for storage dams and <br />reservoirs must also be approvea by State Engineer's <br />office). <br /> <br />4. Board staff approval of bidding for the project. Board <br />staff present at bid opening for construction. <br /> <br />s. Project sponsor may issue the notice of award and the <br />notice to prpceed with construction to the contractor <br />(both notices must be approved by the Board staff before <br />they are issUed). <br /> <br />6. Conduct a pre~construction conference. Approval of <br />construction ~chedule by Board staff. <br /> <br />7. <br /> <br />Construction commences. The Board staff makes periodic <br />inspections during construction. All change orders must <br />be approved by the Board staff in advance and before any <br />construction Cn change items can commenCe.
