, . i/) EXHIBIT 1 Description of the Southern Water Supply Project Fort Lupton/Hudson Pipeline The Southern Water Supply Project - Fort Lupton/Hudson Pipeline (the "Pipeline") consists of approximately 29 miles of 28-inch diameter and 22-inch diameter pressurized, buried steel pipeline and various valve and vent facilities. The Pipeline will convey water from the Carter Lake to Broomfield Pipeline portion of the Southern Water Supply Project to Participant delivery points shown on the attached map. The route for the 29-mile buried pipeline begins at the Carter Lake to Broomfield Pipeline connection northwest of the City of Longmont near Table Top Mountain. The route proceeds directly east along Vertnillion Road in Boulder County and Weld County Road (WCR) 32 up to the crossing of Interstate 1-25. At this point the route traverses to the half section line, one half mile north of Highway 66, and proceeds east to a point just west of the South Platte River near Platteville. The route then turns southeast and crosses the South Platte River. The route then follows along WCR 30 for approximately 2 miles to the intersection with WCR 31. The route then turns south and east and proceeds approximately 8 miles to the new water treatment plant site for Fort Lupton and Hudson on Badding's Hill. The Pipeline will also include various appurtenant facilities. Some of the significant appurtenances include a combination metering and valve facility at the beginning of the Pipeline near Table Top Mountain, an isolation valve located near the Town of Mead, an isolation valve located in the Platte Valley near WCR 19, a turnout valve for the Morgan Pipeline at the intersection of WCR 30 and WCR 31, and a flow control structure for Fort Lupton and Hudson at the same location. Other facilities, such as air-vacuum/air release valves and blow-off valves will be provided along the length of the pipeline.
