<br />FEASIBILITY STUDY <br />KERN RESERVOIR ENLARGEMENT <br /> <br />INTRODUCTION (NEED FOR THE PROJECT) <br /> <br />The Kern Reservoir and Ditch Company, located in Weld County, Colorado, operates the Kern <br />Reservoir. The dam was constructed in 1904. The reservoir has a historical storage decree of 1,800 <br />acre-feet, but is currently only able to store approximately 800 acre-feet due to silt built-up and <br />improper lining during the original construction. This project is needed to dredge the material out of the <br />bottom and construct a clay liner around the entire perimeter. <br /> <br />PROJECT SPONSOR <br /> <br />The Kern Reservoir and Ditch Company is a Mutual Ditch Company and has the power to set annual <br />assessments, as well as cut off use by those who fail to pay the assessments, The reservoir will be built <br />to accommodate the regionallOO-year storm flows and the Ditch Company has plans to assess the Town <br />of Windsor for this use as well. <br /> <br />PROJECT SERVICE AREA AND FACILITIES <br /> <br />The company has a service area of approximately 1,100 acres. A map of the service area is included in <br />Appendix D. <br /> <br />WATER RIGHTS <br /> <br />The Company owns water storage rights in Kern Reservoir. The adjudicated storage is 1,800 acre-feet <br /> <br />Adjudication Date: 1904-12-09 <br />Appropriation Date: 1882-02-10 <br /> <br />PROJECT DESCRIPTION AND ALTERNATIVES <br /> <br />The purpose ofthis project is to remove sediment deposits and lake bottom soils to regain lost storage <br />and increase the existing storage capacity of the reservoir. An opportunity exists to deepen the reservoir <br />by excavating sediments and soil from the lake bottom and hauling this material to a nearby property for <br />use in overlot grading. Four alternatives were considered in evaluating the feasibility of increasing the <br />existing storage. <br /> <br />1. No action. <br />2. Lake bottom excavation in conjunction with earth fill at an adjacent property. <br />3. Lake bottom excavation independent of the adjacent development <br />4.
