Woods Lake Dam Rehabilitation

INTRODUCTION

Due to unforeseen site conditions in the field, changes instituted by the State
Engineer, and difficulty in obtaining easements, the Woods Lake Mutual Water and
Irrigation Company (Woods Lake) is requesting a $270,000 increase in their previously
authorized loan.

BACKGROUND

A $188,000 loan for the rehabilitation of the Woods Lake Dam located in Weld
County, 5 miles west of Eaton, was approved in 1997 through SB 97-008. The loan to
the Woods Lake covered 75% of the estimated project costs of $250,000 at the
agricultural interest rate of 3.75% over 30 years. The project, per order of the State
Engineer's Office, was to increase the spillway capacity of the reservoir, replace the
outlet conduit, install a toe drain, and raise the elevation of a saddle dam. The project
feasibility study, prepared by Smith Geotechnical, Inc. of Fort Collins in January 1997,
recommended a full rehabilitation of the spiIlway and outlet works.
