I am an attorney licensed to practice <br />law in the State of Colorado. My Supreme Court Registration is <br />#2422. Please consider this as the attorney's opinion you <br />requested. I will follow the form you set forth in your letter. <br /> <br />1. The signature of the person signing for the River <br />District is Theodore L. Brooks. Mr. Brooks is the President of the <br />River District, duly elected at the regular board meeting held on <br />January 21, 1992. (See copy of the January 21, 1992 board minutes <br />attached hereto as Appendix A.) <br /> <br />2. Pursuant to the Article VI, section 1, of the River <br />District's By-Laws, the President is the officer authorized to sign <br />contracts which bind the River District. (See copy of By-Laws of <br />the River District attached hereto as Appendix B.) The Contract <br />between the CWCB and the River District, which is enclosed herein <br />was approved by the Board of Directors on July 21, 1992.
