Contract Encumbrance Number; (", \ '8 ~ Ie:) Cj : and <br /> <br />WHEREAS, required approval, clearance, and coordination have <br />been accomplished from and with appropriate agencies; and <br /> <br />WHEREAS, the State is authorized to loan monev for the <br />construction of water projects for the benefit of the people of <br />the State pursuant to the provisions of Section 37-60-119, <br />Colorado Revised Statutes; and <br /> <br />WHEREAS, the State is authorized to take a security <br />interest in property or take such bonds, notes, or other <br />securities evidencing an obligation as will assure repayment of <br />funds made available pursuant to Section 37-60-120, C.R.S.; and <br /> <br />WHEREAS, the Contractor is a duly constituted water <br />conservation district under Section 37-46-'101, C.R.S., et seq., <br />in the State of Colorado and wishes to construct, or cause to be <br />constructed, the Ritschard Dam and Wolford Mountain Reservoir <br />and associated site developments, hereinafter called the <br />project, at an estimated cost of Forty Three Million Dollars <br />($43,000,000); and <br /> <br />WHEREAS, a feasibility investigation of said project was <br />conducted by Morrison-Knudsen Engineers, Inc., and it was found <br />that the project is technically and financially feasible; and <br /> <br />WHEREAS, the final Environmental Impact Statement was <br />completed by the U.S. Department of the Interior, Bureau of Land <br />Management, in February, 1990, for the project, and the project <br />has been found to have no significant unmitigated environmental <br />impacts; and <br /> <br />Page 1 of 10 Pages <br />
