Colorado Water Conservation Board
Attn: John Van Sciver
1313 Sherman Street, Suite 721
Denver, Co 80203

RECEIVED
DEG 0 7 2000

Colorado Water ConservaUon Board

RE: Columbine Ranches Application
Dear John:

Thank you for your assistance with this increase in our loan amount. Attached to this email is our
application, and I'm sending you a hard copy also, Attached to the hard copy are two Reconciliation
Reports for Columbine Ranches' two checking accounts. Those two accounts are our only asset in addition
to the well itself, our pump, the water lines, our meter, etc.

We are now seeking a $100,000 increase in the loan that's already been approved by the CWCB. We need
this additional money due to the passage of time since the original loan was approved, which was
necessitated by our search for water shares, and the increase in the price of water shares during that same
time period, Originally we were anticipating being able to purchase Fulton shares for roughly $4500 each,
We've been unable to locate any such shares to date, but they are now selling for $10,000 minimum each.

We will determine the amount of assessment due from each lot for the 25% down payment, as well as for
the annual payment due CWCB once we've purchased the water and have exact numbers for what each
homeowner will owe. It is the Board's opinion that the homeownership will approve this new additional
loan amount at our February meeting. There will be some dissenting votes, but not enough to cause us to
not be able to use these funds,

I'd appreciate the Board's consideration of this application at the January 2001 meeting if possible, We are
currently negotiating for two different sets of shares, and they're both on a fairly short timetable. If you
need any further information from me, please don't hesitate to call me at 303.289-3467. [fl'm not there,
please leave me a message.

As always, we appreciate your help!

Laura 1. Woods /
~Chair,lirrigation Co')!rol Committee
/
