The Association provides raw water to property owners through an existing well and pipeline
system. The water is used for irrigation, livestock watering, and. fire protection, and represents an existing
water use. The well has a junior water right and must be augmented to replace its consumptive use. TIle
CRPOA wants to buy water rights for this purpose, The project includes $10,000 for a turnout structure and
$7,000 for the cost of engineering to evaluate the water rights purchased,

This is the second request by the CRPOA for funding of this project, the first being at the May 12,1998
CWCB meeting, The initial request was denied because the Board determined that the lack of
augmentation water does not constitute a hardship, a necessary condition for granting a loan from the Small
Project Loan Account. The CWCB invited the CRPOA to apply for a Standard Construction Fund Loan, with
funds available June 1999,

Feasibility Studies

The Association retained Robert Longenbaugh P,E" of Lakewood. to conduct a feasibility study, The study
was completed November 12, 1998 and includes an assessment of alternatives available to provide raw water
to the subdivision. The cost of the study was paid by the CRPOA,

The Columbine Ranches Property Owners Association
The Ass.ociation is a nonprofit corporation registered in the State of Colorado. There are 54 members (one
for each of the 54 lots within the subdivision), and each member has one vote. Membership in the
Association is requir~d by the Covenants as a condition of property ownership within the subdivision. The
