The Colorado River Water Conservation District
addressed.this concern by passing a resolution on October 15. This
resolution states their intention to apply for an enhancement grant
if it. is determined by the Division of Wildlife, the Water
Conservation Board, and the River District that the potential for
a stream fishery exists.

On November 20, 1991 the wildlife Commission approved the attached
resolution about the mitigation grant/mitigation plan for the
proposed Muddy Creek Reservoir in Grand County. The Wildlife
Commission and the River District agree on this resolution and the
mitigation plan referred to.

I am sending the resolution and mitigation plan to you with a
request that the Water Conservation Board adopt the plan as the
official state position on the mitigation action required of the
applicant. Adoption by the Board will clear the way for the
mitigation grant to be made to the River District pursuant to H.B.
1158. When the applicant and the wildlife Commission agree on the
mitigation plan, H.B. 1158 stipulates that the Water Conservation
Board shall adopt the plan as the official state position.

PDO:JFT:cr
enclosure

cc: Caskey
Goodman
Monahan

DEPARTMENT OF NATURAL RESOURCES.
