This plan was subsequently adopted by the Colorado <br />Water Conservation Board. These approvals were based upon the <br />"Mitigation Plan for the Muddy Creek Reservoir Project", dated <br />March 1991. I have attached Tables 9 and 10, which itemize the <br />mitigation costs. <br /> <br />The construction of the Ritschard Dam is nearing 87% <br />completion, and the relocation and improvements to US40 are <br />completed. We have selected a contractor for the design and <br />construction of the recreation area, which is to be constructed <br />this year. <br /> <br />As you are aware, the project mitigation is well underway. We <br />have purchased 360 acres of land in the lower Muddy Creek valley <br />and are pursuing a conservation easement on an' additional 100 <br />acres, have engaged Woodward-Clyde Consultants/DH Blattner/Green <br />Acres Nursery for implementation of the wetlands mitigation plan, <br />have completed construction of the sourthern mitigation area. We <br />have also made our "contribution" to the Colorado River Endangered <br />Fishes Recovery Program, and a contract with Nature conservancy on <br />the Osterhour Milkvetch is ongoing. Work related to deer and elk <br />habitat mitigation will be initiated in the summer of 1995 <br /> <br />I have attached a table itemizing all of the costs which went <br />into the "construction" of the project, as defined by HB 1158, as <br />well as the major cost items for the mitigation. As you can see, <br />the mitigation consists of some items related to the measures for <br />the Osterhout Milkvetch were not considered to be "Fish and <br />
