INTRODUCTION

At the January 22,1992 Colorado Water Conservation Board Meeting the Board adopted
the Mitigation Plan approved by the Colorado Wildlife Commission as the "official state position"
on wildlife mitigation for the Colorado River Water Conservation District's Wolford Mountain
Project. The action by the Board was a statutory requirement under CRS 37-60~122.2, however
it did not include the approval of the costs associated with implementation of the plan.

The Colorado River Water Conservation District has recently requested payment of the
Wolford Mountain Mitigation Plan, pursuant to HB 1158 in the amount of $1,278,828.00
(Attached Copy of CRWCD Sununary of Mitigation Costs To Date).

BACKGROUND

HB 1158, adopted by the State Legislature in 1987, created the Fish and Wildlife
Resources Account in the CWCB Construction Fund to provide money for the purpose of making
grants to water project applicants in order to mitigate the impacts of water projects on fish and
wildlife resources.
