<br />. . <br /> <br />Jefferson Cqunty's funding ($20,000 in FY 1999 and $30,000 in FY 2000) would be moved entirely <br />into FY i999. The motion was seconded by Janice Sheftel and approved unanimously (7-0). <br /> <br />C~ <br /> <br />The Executive Director of the Department of Natural Resources is required to submit with the <br />department's annual budget request a list and description of the programs the Executive Director <br />recommends to be funded from the Operational Account. A summary of proposed expenditures by <br />the Board in five programs during FY 1997 through FY 2000 is shown in the following table. 'vVhile <br />the Board develops the program budgets on a project by project basis, the Long Bill provides <br />spending authority for the agency based on the total amount. <br /> <br /> <br />Local Water Planning Program 85,000 80,000 135,000 365,000 <br />Water Project Construction Loan Program 15,000 20,000 35,000 40,000 <br />Water Resources Data Collection Program 0 0 40,000 40,000 <br />Floodplain Management Program 0 0 0 10,000 <br />Office of Water Conservation Program 0 0 65,000 45,000 <br />Total $100,000 $100,000 $275,000 $500,000 C. <br /> <br />The state Minerals, Energy, and Geology Policy Advisory Board (MEGA Board) advises the <br />Executive Director on programs or projects that should receive a grant of funds from the Operational <br />Account. The MEGA Board also reviews the Executive Director's recommendation before it is <br />included in the state's annual "Long Bill." The MEOA Board has recommended that use of the <br />Severance Tax Trust Fund for water project construction and water planning "give preference to <br />energy impacted areas." <br /> <br />Discussion <br /> <br />The attached table lists the originally proposed projects within each program for each fiscal year <br />from FY 1997 through FY 2000. The table compares the allocated funds for each project with the <br />, revised budget and the amount spent to date. <br /> <br />The staff is preparing the contract for the Jefferson County Mountain Groundwater Resources <br />Study ($50,000) and our attorney would like the Board to ratifY its earlier decision to make this <br />change. <br /> <br />2 <br />
