Please see the attached project summary and map. <br /> <br />Back2round <br /> <br />Carl Smith Dam is located about 12 miles north of Hotchkiss in Delta County. On May <br />12, 1998, a portion of the dam embankmerlt failed unexpectedly in dry weather while the <br />reservoir was full releasing 500 acre-feet down Leroux Creek and causing damage to <br />several small structures and to livestock. AS a result of the dam failure, the State <br />Engineer's Office has required that the resilrvoir be emptied and that a designed breach be <br />constructed to limit the reservoir to zero storage. <br /> <br />In July 1998, the Board approved an emer~ency loan of $300,000 to the Leroux Creek <br />Water Users Association, the owner of the dam, to allow engineering studies and repair <br />work to begin. The Board also approved a $5,000 feasibility study grant for the <br />Association. <br /> <br />The Association has submitted a completed feasibility study by Smith Geotechnical of <br />Fort Collins. The study proposes that the dam be rehabilitated to maintain the existing <br />storage capacity of about 800 acre-feet. <br />
