The undersigned certifies that the attached records are

proving a contract with the United States for the construction
of Park Creek Reservoir in the approximate amount of
$952,000.00 and the form of the agreement for repayment of such
indebtedness and giving the directors the right to provide for
the repayment of the loan in 50 years;
