Application to CWCB for
Toe Drains Construction

Dear Mr. Brown:

As you know, the State Engineer'S Office is requiring that toe drains be
installed along the north dam on Ish Reservoir. If these drains are not
installed, water storage will be restricted, resulting in reduced irrigation
water being available to Ish Reservoir Company stockholders who are already
dealing with a depressed farm economy. Consequently, the Colorado Water
Conservation Board (CWCB) staff has been contacted with regard to funding
assistance (low interest loan) for this project. The application for funding
assistance must be accompanied by a feasibility report which provides specific
information about the project and the applicant. Rocky Mountain Consultants,
Inc. proposes to prepare the required feasibility report in accordance with CWCB
guidelines. Some of the requirements set forth in the guidelines do not apply
to this project, thus the information will be somewhat abbreviated as is
appropriate. A brief outline of the information to be provided is as follows:

1) Resolution signed by Ish Reservoir Company showing project cost, appli-
cant's contribution, state assistance, and repayment period.

2) General information showing the project features, land served~ and a
pro j ect map.

3) Description of the Ish Reservoir Company, including history of the
Reservoir Company, a copy of by-laws and articles of incorporation, an
outline of the Company's financial status (income and expenditures for
last two years; audit if available), physical assets of the Reservoir
Company, and current debt.

4) Description of the land irrigated and cropping history.

5) Water requirements by the cropS and estimated conveyance shrinkage based
on the history of deliveries (diversion records), water requirements for
recreation purposes, all water rights (including priorities and yields)
and any agreements that affect these water rights.

6) Description and desion of the improvements for which funding assistance
is being requested. .
