<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />prevailing wind is from the south. <br /> <br />WATER RIGHTS <br /> <br />GMSLCC holds a water right to fill Giffin #1 and #2 reservoirs with a decree date of 1970 and <br />an appropriation date of 1948. The water right is from Lone Tree Creek to store a total of 139,5 <br />acre-feet, with a refill right dated 1965. In normal years the reservoirs can be filled and refilled <br />as allowed by these decrees, No analysis of the potential yield of the water right has been <br />conducted, However, during 2001, which may be one of the driest years of record, the reservoirs <br />were fill to approximately 33 % of capacity. <br /> <br />NEED FOR THE PROJECT <br /> <br />The GMS Land and Cattle, LLC has the need to recover the lost storage in the two reservoirs <br />which has taken place due to siltation over the years. The reservoirs have lost approximately <br />105,000 cubic yards of storage or approximately 65 acre-feet. The two reservoir dams also need <br />repair to ensure their safety and continued use, <br /> <br />The upstream face of both dams has been eroded and needs to be repaired and riprap erosion <br />protection applied to the dam face. The State Engineer has not restricted the reservoirs but has <br />rated them as "Conditional Full Storage" due to the need to repair the upstream face and remove <br />trees from the dam embankment and the spillway. The latest inspection report provided by the <br />State Engineer is included in Appendix E. <br /> <br /> <br />EXISTING FACILITIES <br /> <br />Photographs of both reservoirs and dams are included in Appendix H. The dams are each <br />approximately 600 feet in length, have upstream and downstream slopes of approximately 2 to I, <br />and are approximately 20 feet in height, Both dams have erosion damage on the upstream face <br />and have little to no erosion protection such as riprap. <br /> <br />AL TERNA TIVES EV ALVA TED <br /> <br />During our study of Giffin Reservoirs, we evaluated the following alternatives: <br /> <br />I) The no-action alternative, <br /> <br />2) Rehabilitate the dams. <br /> <br />3) Rehabilitate the dams and dredge out the reservoirs. <br /> <br />The "No-action alternative" was deemed not acceptable since it means the reservoirs will not be <br /> <br />Giffin Reservoir-Feasibility Study <br /> <br />Page 3 <br />
