<br />. <br /> <br />Introduction (Need for the Project) <br /> <br />. <br /> <br />The John Peroulis & Sons Partnership (JPSP) located in Moffat County, Colorado operates the Martin Cull <br />Reservoir for storage of irrigation water for use on 450 acres of land owned by the JPSP. The reservoir is <br />located approximately 28 miles north-northeast of Craig, Colorado and is filled by an unnamed tributary to <br />Founnile Creek, which is a tributary to the Little Snake River, which in turn is a tributary to the Yampa <br />River. The dam for the reservoir was constructed in the 1950's and is an Intennediate Class 3 structure, <br />which is approximately 53 feet high, 450 feet in length and impounds a reservoir of 250 acre-feet, A <br />vicinity map showing the approximate location ofthe project site is shown in Appendix A, <br /> <br />In the summer of 2000, a slide/failure occurred along the upstream face of the dam embankment, as water <br />was being released for irrigation, The slide was approximately 250 feet in length with a maximum vertical <br />displacement on the order of 6 feet. The toe of the slide is situated at the toe of the upstream face of the <br />embankment. The failed materials slid into the inlet structure for the outlet pipe, causing the concrete inlet <br />structure to separate from the outlet pipe and gate and rendering it inoperable, The dam was inspected by <br />the State Engineer's Office on October 4, 2000 and a zero storage restriction was imposed on the reservoir <br />by a letter dated October 25, 2000, The reservoir has remained empty since the failure occurred, <br /> <br />The JPSP needs to rehabilitate/repair the Martin Cui! Dam so that it Can be safely placed back in service as <br />soon as possible, JPSP needs to complete the repairs to the Martin Cull Dam by this fall so it can store <br />water next spring to provide water for irrigation in the summer of2003, <br /> <br />Project Sponsor <br /> <br />. <br /> <br />The JPSP is a General Partnership registered in the State of Colorado consisting of 6 members of the <br />Peroulis family, The JPSP was fonned for the purpose of engaging in general investment and management <br />activities invoiving ranching and fanning, The JPSP has the power to take on debt, to pledge collateral for <br />that debt, and is not subject to TABOR. <br /> <br />Water Rights <br /> <br />The JPSP owns water storage rights in the Martin Cull Reservoir in the amount of250 acre-feet.
