<br />lit <br /> <br />.. <br /> <br />, <br /> <br />David Kaye <br />July 13, 1994 <br />Page 2 <br /> <br />. to negotiate a cooperative agreement with the UPRR; <br />. to negotiate a cooperative agreement with Weld County for the <br />construction of Perry Street Bridge; <br />. to complete final design under the conditions of the 1981 <br />feasibility study; and <br />. to secure right-of-way agreements. <br /> <br />After the completion of the final design and cost estimate, it <br />was discovered that the 1994 costs were substantially greater than <br />ones in the 1981 feasibility report. In checking construction cost <br />indices from the Engineering News Record, it was discovered that a <br />sixty percent increase in the costs had occurred. Due to the <br />increase in the project cost, the town had to seek additional <br />project funding to bring the project to fruition. <br /> <br />The town made an official request to the Board at its January <br />20,1994 Broad meeting for additional project funding. After much <br />detailed discussion by the Board, a resolution was introduced by <br />CWCB Member, David Harrison, to approved the request for additional <br />funding. The Board unanimously approved the resolution. <br /> <br />Ouestion NO.2 <br /> <br />Why did it take so long for the contract to reach my desk for <br />review? <br /> <br />Answer NO.1: This has truly been a contract from HELL! <br /> <br />Answer No.2: In preparing the contract amendment, a number of <br />interesting turns and requirements surfaced during its preparation. <br />These actions included: <br /> <br />. obtaining compliance with provisions of <br />. securing additional annual town revenues <br />loan; <br />. contract documents <br />for weeks at time; <br />. lack of staff time <br /> <br />Amendment No.1; <br />as security for the CWCB <br /> <br />lost in <br />and <br />to push <br /> <br />the A.G.'s office and DNR accounting <br /> <br />the contract through the system. <br /> <br />David, I hope this accounting gives you some appreciation of <br />the effort that has gone into this project.
