As the case for many Public Works projects, our <br />project required additional time in securing project right-of-way, <br />FEMA CLOMR approval, and approval of final design features by all <br />interested parties. <br /> <br />It has taken nearly two years to begin the construction stage for <br />the project. First, Weld County had refused to complete their part <br />of the project, the Weld County Bridge on Road #8, for political <br />reasons. This has now been completed. Addititionally, right-of- <br />way purchases took longer and there have been numerous changes in <br />final design. <br /> <br />Finally, the project required cooperation from the Union Pacific <br />Rail Road (UPRR) Company. This is an entity that a municipality <br />has less control and influence over than many entities, it is <br />regulated by the Public Utilities Commission. The Town has secured <br />all the required agreements with the UPRR. <br /> <br />There are other reasons for our delay. As expressed to the Board <br />during our January 20th presentation, flood projects are extremely <br />complicated and take many years from the drawing board to <br />construction. I understand that the Er ie proj ect actually has <br />taken less time than many other flood projects undertaken within <br />Colorado. <br /> <br />POLICE DEPT. P.O.
