TOWN OF HORWOOD BOARD OP TRUSTEES
SEPTBHBER 1994

WHEREAS, the Town of Norwood and the Norwood Water
Commission, P.O. Box 528, Norwood, Colorado 81423, a municipal
corporation organized and existing under the General Statutes of
the state of Colorado, desired to upgrade a water system to provide
dom"l<t:lc: water to the residents within the rural area and inside
the Town;

WHZRRAS, the Town of Norwood is a duly constituted Colorado
Statutory Town formed under Section 31-4-201, et sea., C.R.S., in
the State of Colorado; and

WHEREAS, the Norwood Water CDmmission is an Enterprise within
the meaning of 37-45.1-101 et sea., C.R.S. and Article X, Section
20 of the Co1or~do Constitution. The purpose of the Norwood Water
Commission Enterprise is to continue to operate the water utilities
of the town and inter alias to participate in the Project; and

WHEREAS, the current system is inadequat~ to serve the needs
of its residents; and

WHEREAS, the Norwood Water Commission and the Town of Norwood
Board of Trustees have oetermined that continued" use of water from
the water sY5tem now in I.l::lt= 1", u..t:timenta1 to the health, lSafety
and welfare of the Town's residents; and

WHJ::REAS, the NorwooO Water Commission wishes to CUn::llLuct i:I
raw water reservoir providing improvements to its raw water system,
located in San Miguel County, Colorado; and

WHEREAS, the Town of Norwood and the Norwood Water Commission
must provide the Colorado Water Conservation Board "CWCB" with an
addendum to the November, 1991, "Preliminary Engineering Report,
Evaluation of Water Supply System" to describe the raw water
reservoir project in accordance with the CWCB Construction Fund
Guidelines of May 1994, outlining the financial feasibility of the
project.

WHEREAS, pursuant to C.R.S. 31-15-302 and 37-45.1-101 et
sea., the Norwood Water Commission has the authority to contract to
borrow money provided by the Colorado Water Conservation Board and
the State of Colorado in the amount of $7,500.00 and are requesting
a $5, 000 grant from the Small Darn 8i te Reconnaissance Program.
WestWater Engineering's proposal outlining the work to be performed
for the Feasibility Study is estimated to cost $25,000.
