These costs have been adjusted for the <br />difficult working conditions and access problems. For the pipeline, it is <br />estimated that at least 2 hours travel time will be needed for the work <br />crews on a daily basis. In addition, construction can only occur during the <br />period from May through November due to the higher elevation. <br /> <br />A 20% contingency has been added to the construction cost and engineering <br />has been estimated at 20%. Engineering assumes full time inspection of <br />the project. Interest during construction was not included in the <br />comparative cost analysis; however, it will be added to the selected <br />alternative cost estimate. <br /> <br />BASIS FOR CAPACITY OF PIPELINE AND/OR RESERVOIR. <br /> <br />1. Criteria <br /> <br />Pipeline Alternatives As a safety factor, it will be assumed that the <br />Cottonwood Creek pipeline is the sole means of water delivery to the water <br />plant. Although the Rapid Creek pipeline can provide some water, it will not <br />be included in sizing since it is unreliable on a daily basis due to its age and <br />condition. Also, the Rapid Creek pipe cannot take water from Cabin Reservoir <br />or Kruzen Springs. In a dry year, Cabin Reservoir and Kruzen Springs may <br />be the only reliable sources with adequate supply. <br /> <br />There is a 5.0 MG treated water storage tank below the plant which can be <br />used to provide supplemental water if peak: demand exceeds water plant <br />production. However, it may not be large enough to carry the plant through a <br />multi-day period of maximum day demands. Therefore, to assure a reliable <br />supply, the new pipeline must be capable of providing all of the maximum day <br />demand at the Palisade water plant for the design period. In addition, Palisade <br />has previously provided supplemental water at the Ute plant, and that policy <br />will continue for the near future. An allowance will be made for that water <br />flow. <br /> <br />Reservoir Alternatives. If an equalizing raw water reservoir is constructed, it <br />must be designed to provide equalizing storage for release during the maximum <br />demand months during the summer. It would continue to receive flow from <br />the existing pipeline as it releases water to the water plant plus any <br />supplemental water required at the Ute plant. <br /> <br />2. Palisade Water Demands. <br /> <br />Maximnm Dll.}' Demand (l'ipeline). For purposes of this analysis, it will be <br />assumed that a water conservation program will have been implemented by the <br />year 2025 that will reduce per capita maximum day demand to 530 gallons per <br />day. For the year 2025 (based on 6100 users), the total maximum day <br />demand is estimated to be 3.2 MGD. <br /> <br />V-6 <br />
