PnJ:POse and Scope <br /> <br />This section will provide a detailed evaluation of the various alternatives for <br />upgrading, replacing, and/or supplementing the Cottonwood Creek pipeline. <br />The pipeline is approximately 50 years old and has deteriorated over the years. <br />It has incurred numerous breaks in the past few years and does not have <br />adequate capacity to meet the Town's future needs. <br /> <br />As discussed in Section IV B, the existing pipeline presently extends from <br />Cabin Reservoir to a connection with the main raw water pipeline on Rapid <br />Creek (the Wye). Most of the pipeline is located in the relatively narrow, <br />rock walled canyon of Cottonwood Creek; it is about 22,000 feet long. At the <br />Wye, a new 12 inch main carries water to the water plant. Only the section <br />from Cabin Reservoir to the Wye is evaluated in this report. (Figure V-I <br />shows the route of the Cottonwood Creek pipeline.) <br /> <br />The pipeline collects water from Cabin Reservoir, Kruzen Springs and <br />diversions on Cottonwood Creek. It supplies water for both the Town of <br />Palisade water plant and the Ute water treatment plant. <br /> <br />2. Alternatives to Evaluate. <br /> <br />CWCB guidelines require that an alternatives analysis incorporate both structural <br />and non-structural elements. Alternatives which will be considered for <br />evaluation are as follows: <br /> <br />Alternative I - Replace the existing pipeline with a new larger pipeline that is <br />essentially non-pressurized; Le., flow is primarily open channel with occasional <br />surcharged sections and operates under upstream control (a valve at the top). <br /> <br />Alternative 2 - Replace the existing pipeline with a new larger pipeline that is <br />fully pressurized from top to bottom; it operates under downstream control (a <br />valve at the bottom). <br /> <br />Alternative 3 - Replace the existing pipeline with a same size pipeline; <br />construct an equa1izing reservoir at the lower end of the pipeline (near the <br />Wye) which can store water (for summer use) conveyed in the existing <br />Cottonwood pipeline. <br /> <br />V-I <br />
