<br />b. Population of Combined Service Area. Accurate census infonnation is <br />not available for the rural service areas which are provided water by the <br />Town of Palisade. However, data on number of residential units was <br />available for the years 1978 and 1994 for both the incorporated limits <br />of Palisade and for the rural service areas. An estimate of total <br />population in the combined Town/rural service area can be made by <br />multiplying the number of residential units times the number of people <br />per household. The number of persons per household was estimated <br />from the housing unit data taken from the census. There are <br />several large apartment complexes in town, plus two large trailer <br />courts. These multifamily complexes are usually served by 1 or 2 <br />taps. <br /> <br />(2) A lower occupancy rate was estimated for 1994 (compared to 1978) <br />due to the large number of multifamily complexes. <br /> <br />Recent studies in MeSa County show a growth rate of about 2.0% <br />per year. Using this growth rate, the residential population in the <br />Town/rural service ~ was estimated to be 3221 in 1995 and 3285 <br />in 1996. <br /> <br />c. School PQpulation. PaliSade also has three schools which must be <br />considered in estimating (lopulation served by the water system. A new <br />Palisade High School was constructed in 1992, about 1 mile west of <br />Palisade, and is provided water service by the Town of Palisade. The <br />High School has an enrollment of about 940 students, and about 75 <br />faculty and staff. There is also one grade school, Taylor Elementary, <br />which serves grades K through 5, located within the Town of Palisade. <br />The grade school has an enrollment of about 550 students, with about <br />55 faculty and staff.
