Harvey Gap Inspection of 4/23/03

Page 2

Regarding the East Dike that was inspected this year, an estimated hazard assessment was made
in conjunction with this inspection, which showed that it is possible, that significant damage to a
new home along West Elk Creek and to 2 County Road Crossings could occur if this dam should
fail. This is largely because this embankment impounds a relatively large volume (1300 AF) for
such a small hydraulic height (roughly 5'). This means that this dike will be inspected every other
year in the future when the main dam is inspected and it also means that residences along the
dam failure path (from the dam to Main Elk Creek) should be added to the notification lists on the
Emergency Preparedness Plan and the Town of New Castle added.

I appreciate your cooperation and all the monitoring efforts and maintenance that has been
performed and the plan to move forward with a solution to the seepage problems. If you have any
questions regarding this report, please call me.

Sincerely,
I
I:!:.t.'!r

Division 5 Dam Safety Engineer

Cc: Alan Martellaro, Division Engineer
Doug Boyer, Dam Safety Branch Program Manager
Jim Lemon, Water Commissioner
