Board approval of eng ineering firm and eng ineering <br />agreement between engineering firm and project sponsor. <br /> <br />2. preparation of detailed plans and specifications for <br />authorized projects by consulting engineering firm. <br /> <br />3. Approval of detailed plans and specifications by Board <br />staff (plans and specifications for storage dams and <br />reservoirs must also be approved by State Englneerts <br />office) . <br /> <br />4. Board staff approval of bidding for the project. Board <br />staff present at bid opening for construction, <br /> <br />5. Project sponsor may issue the notice of award and the <br />notice to proceed with construction to the contractor <br />(both notices must be approved by the Board staff before <br />they are issued). <br /> <br />6. Conduct a pre-construction conference. Approval of <br />construction schedule by Board staff. <br /> <br />7. <br /> <br />Construction commences. The Board staff makes periodic <br />inspections during construction. All change orders must <br />be approved by the Board staff in advance and before any <br />construction' on change items can commence.
