M. after a luncheon for members and spouses at the Cow Palace in lamar. President William Grasmick called the memllers and guests to order and appointed Directors Jake Broyles. Robert Wilger. and Norman Dorenkamp to serve as the Committee on Credentials. They reported that there were thirty-three members present, another founy-five represented by proxy, and that therefore a quorum was present for the transaction of business. Secretary Don Higbee Introduced the Board of Directors and several of the guests in attendance including Hal Simpson. State Engineer. Chuck Lile. Director of the Colorado Water Conservation Board (CWCS). Gene Jencsok, CWCB staff, David Herrison, LAWMA attorney. Steve Witte. Division Engineer and several of his staff, and David Robbins. Special Assistant Attorney General. Ernest Hofmeister moved to suspend the rules and not read the minutes. Motion was seconded and carried. ~ President Grasmick gave a Directors Report for the year to update the memberShip on the huge changes teking place regarding groundwater use in the Arkansas River Basin. He reported on the current membership makeup of the Association, Information on well pumping accumulated during the year. the ongOing engineering study, augmentation activities that occured in 1994. progress of the Arkansas River Coordinating Committee. and future diractions for LA WMA. Secretary Don Higbee gave a brief financial report, and explained that the dues charged in 1995 will be based on a minimum charge, plus a per acre foot charge that is figured from an average of earlier year's pumping. A Nominating Committee of William Grasmick, Jake Broyles, and Bob Wilger reported that they had four names to put in nomination for the three director's positions up for election this year. The nominees were Leo Idler. Jim Rogers. Don Higbee. and Greg Spitzer. President Grasmick called for nominations from the floor. and Larry Schenk was added to the ballot.
