<br />I <br /> <br />I <br /> <br />~ <br /> <br />TASK NO.: 3 <br />RFP CROSS-'REFERENCE: <br />Step 1, Item (2) <br /> <br />.' <br /> <br />STAFF MEMBERS RESPONSIBLE: <br />Water Rights Specialist <br />System Operation Studies Specialist <br />Irrigation Specialist, <br /> <br />TASK TITLE: <br /> <br />Analysis of Potential Water Rights Exchanges in Surface Creek Wate~, Supply <br />System. . <br /> <br />RATIONALE: <br /> <br />Using the water rights and historic water availability data developed in Task <br />No.2, a detailed analysis of the existing water supply system in the Surface <br />Creek basin is required .to determine the amounts and locations to which <br />replace,ment'exchanges of water must be delivered to permit upstream junior <br />rights to divert out of priority. <br /> <br />METHODOLOGY: <br /> <br />1. Identify the reiative priorities of water users in the Surface Creek Water <br />System; the extent each has historically been able to obtain water, anc! the <br />willingness of the individual senior rights, to participate in a basin-wide <br />system management plan involvi.ng exchanges. <br /> <br />2. Modify the basin simulation rno"del developed in Sub-Task No. 2.11 and <br />operate the basin model under the imp'roved managemeT)t conditions <br />identified in Sub-Task No. 2.12 to determine quantities and timing of releases <br />from storage required as replacement for out-of-priority diversions by <br />upstream junior rights. <br /> <br />PRODUCTS'-- <br /> <br />1.
