Board approval of engineering firm and engineering <br />agreement between engineering firm and project sponsor. <br /> <br />2. preparation of detailed plans and specifications for <br />authorized projects by consulting engineering firm. <br /> <br />3. Approval of detailed plans and specifications by Board <br />staff (plans and specifications for storage dams and <br />reservoirs must also be approved by State Engineer's <br />office) . <br /> <br />4. Board staff approval of bidding for ,the project. Board <br />staff present <It bid opening for construction. <br /> <br />s. Project sponso~ may issue the notice of award and the <br />notice to proceed with construction to the contractor <br />(both notices must be approved by the Board staff before <br />they are issued). <br /> <br />6. Conduct a pre-~onstruction conference. Approval of <br />construction schedule by Board staff. <br /> <br />7. Construction commences. The Board staff makes periodic <br />inspections during construction., All change orders must <br />be approved by the Board staff in advance and before any <br />construction on change items can commence. Emergency <br />items cleared by tdlephone. <br /> <br />8. The consulting engineer certifies that the project has <br />been completed according to approved drawings and <br />specifications and arranges for final inspection. <br /> <br />9. Final inspection and acceptance of as-built project by <br />Board staff. <br /> <br />10.
