The Board hereby ratifies and approves all previous actions <br />Iaken by the Town, its officials and administrative Slaff, in negotiating and securing the Loan <br />Documents not otherwise inconsistent with this Ordinance. <br /> <br />Section 7. Emergencv Measure. The Board of Trustees finds and determines that <br />because this Ordinance concerns the immediiilte and ongoing administration and operation of the <br />Town's water system and utility and the inunediate availability of loan funds made possible by <br />this Ordinance will permit the Town to upgriilde, improve, and repair the existing water facility, <br />its adoption as an emergency measure is necessary to the immediate preservation of the public <br />health, safety and welfare, and this Ordinance shall therefore take effect immediately upon <br />adoption as provided by law. <br /> <br />Section 8. Severability. If any provision of this Ordinance is found by a court of <br />competent jurisdiction to be invalid, the remaining provisions of this Ordinance will remain <br />valid, it being the intent of the town of Lyons that the provisions of this Ordinance are <br />severable. <br /> <br />Section 9. Repealer.
