We have concluded that the <br />project is feasible, based on the design concepts and assumptions detailed in <br />the report. <br /> <br />The geotechnical investigations, hydrologic studies, conceptual design, opera- <br />tion plan, and constructahility analysis addressed the project in considerable <br />detail. We believe that any significant technical obstacles would have been <br />detected, and none were. Similarly, the environmental setting and prospective <br />impacts were thoroughly reviewed, and we conclude that none of the impacts <br />examined will be severe enough to prevent project development. The project is <br />also economically viable, given the prospective ownership arrangement in which <br />a water partner will invest capital based on the assumed value of water and <br />receive long-term claim to the project-developed water supply for dry years. <br /> <br />We find the project to be exciting and to have good prospects for implemen- <br />tation.
