To develop and administer a system that <br />identifies and reduces the property and liability <br />losses, insurance costs and administrative costs of <br />risk management incurred by each department of the <br />City; <br />5. To advise the city manager with respect' <br />to specifications of and the need for procuring <br />commercial insurance, if any, to protect the City <br />against liability; <br />7. Such other functions and duties as <br />assigned by the city manager. <br /> <br />4.18.030 Claims reserve fund. A. There is <br />hereby created a fund to be known as the claims reserve <br />fund, which shall consist of all monies which may be <br />appropriated thereto from time to time by the City <br />Council as it may deem necessary, or which may be <br />otherwise made available to it by the City Council. <br />All interest earned from the investment of monies in <br />the claims reserve fund shall be credited to that fund <br />and become a part thereof. <br />B. The reserve fund established pursuant to this <br />Section 4.18.030 shall be kept separate and apart from <br />all other funds and shall be used only in accordance <br />with this Section. At the end of any fiscal year, all <br />unexpended and unencumbered monies in the claims <br />reserve fund shall remain therein and shall not be <br />credited or transferred to any other fund, except as <br />provided by City Council in any given annual budget <br />ordinance. <br /> <br />-2- <br />
