Instream Flow Program - Consideration of Request to Inundate - Matheson Ranch <br /> <br />Tape I, <br />Action: <br /> <br />Start/Stop: 2940 - 4902 <br />A motion was made by Bob Burr that the Board accept the staff <br />recommendation that based on the procedures outlined in Section 8 of the <br />Rules, and the information contained within and attached to the <br />memorandum that the Board has received, and the information received in <br />the September meeting, and the oral presentations of the staff and others, <br />the staff recommends that the Board approve the request to inundate, <br />subject to the applicant's agreement to abide by the terms and conditions <br />of the attached stipulation, acknowledging that the stipulation does not <br />pertain to any fencing at this point, but does include an assurance that the <br />fish stocked within the reservoir would not compete with existing Colorado <br />River Cutthroat populations in Antelope Creek and that the applicant would <br />allow the CDOW to investigate the possibilities of using Matheson <br />Reservoir as a brood facility for Colorado River 'Cutthroat Trout. It was <br />also entered into the record that the applicant shall abide by all other terms <br />of the stipulations, which were read out loud. The motion was seconded <br />simultaneously by David Smith and Ray Wemer and approved <br />nnanimously (8-0). <br /> <br />8a. Water Project Construction Loan Program - Changes in Existing Projects _ Left <br />Hand Ditch Co. - Left Hand VaDey Reservoir Spillway <br />Tape I, Start/Stop: 4934 - 5070 <br />Action: A motion was made by David Smith to accept the staff recommendation <br />to increase the loan by $190,000 for a total loan amount of $560,000, <br />under the original blended 1995 agricultural and municipal rates, or <br />4.375% for 30 years. The motion was seconded Allen Davey and <br />approved unanimously (8-0). <br /> <br />Sb. Water Project Construction Loan Program - Changes in Existing Projects. Beaver <br />Reservoir Company - Beaver Reservoir Dam Rehabilitation. <br />Tape I, Start/Stop: 0000 - 0000 <br />Action: This item was withdrawn. <br /> <br />Sc. Water Project Construction Loan Program - Changes in Existing Projects _ Buffalo <br />Mutual Irrigation Company - Diversion Dam Rehabilitation <br />Tape 1, Start/Stop: 5070 - 5178 <br />Action: A motion was made by Allen Davey to accept the staff recommendation <br />and increase the loan in the amount of $128,750 for a total amount of <br />$378,750, at the original adopted 1997 terms of 3.75% for 30 years.
