WFiEREAS, required approval, clearance and coordination has
been accomplished from and with appropriate agencies; and
WHEREAS, pursuant to the provisions of §37-60-119, Colorado
Revised Statutes, the State is authorized to loan money for the
construction of water projects for the benefit of the people of the
State oP Colorado; and
WHEREAS, the Contractor is a conservancy district in the State
of Colorado; and '
WHEREAS, legislation is currently pending in the United States
Congress for the transfer of operation, maintenance and replacement
responsibilities for Platoro Dam and Reserve from the United States
to the Contractor; and
WHEREAS, the total proposed cost for the Contractor to acquire
such responsibilities Por Platoro Dam and Reservoir is $450,000;
and
WFIEREAS, pursuant to Senate Bill No. 15, First Session oP the
Fifty-Sixth General Assembly of the State of Colorado duly enacted
into law, the Colorado water Conservation Board has been authorized
to loan and grant the sum of $500,000, $400,000 of which is to be
reimbursed at 5o interest over 40 years, and $100,000 of which is
to be non-reimbursable to the Contractor, for the transfer of
operation, maintenance and replacement responsibilities for Platoro
Dam and Reservoir; and
WHEREAS, pursuant to House Bill No. 1006, First Session of the
Fifty-Eighth General Assembly of the State of Colorado duly enacted
into law, amending Senate Bill No. 15, the Colorado Water
Conservation Board has been authorized to expend up to 550,000 from
the loan portion of the total authorization for preparation of an
operational model as the basis for an operating agreement for
Platoro Dam and Reservoir between the Contractor and the State
Engineer;
