GENERAL <br /> <br />1. Procedures for Evaluation of primarv Water Supplies. <br /> <br />Based on results of the Preliminary Screening, <br />Alternative 1 (new reservoir for w~nter storage) and <br />Alternate 2 (Pipeline from Gurley Reservoir) appear to be the <br />most feasible alternatives for providing the primary water <br />supply. Alternative 5 (San Miguel: River Water) may be <br />feasible as a winter water supply. In this section, the <br />three alternatives will be subjected to a more in-depth <br />analysis. <br /> <br />six separate factors will be used in evaluation as <br />follows: <br /> <br />1. A description of the yield' available from each. <br /> <br />2. An estimate of capital costs, annual costs, and the <br />costs per unit of output. <br /> <br />3. An analysis of impacts on the man-made environment, <br />natural environment, and existing social structure. <br /> <br />4. A review of the financial feasibility of the proposed <br />project as measured by thei project sponsors' ability <br />to pay reimbursable costs. i <br /> <br />5. An analysis of institutional problems and <br />requirements for project implementation. <br /> <br />6. Any special technical problems which should be taken <br />into consideration. <br /> <br />A 'decision matrix' will be set up to quantify each <br />alternative. The decision matrix ponsists of both monetary <br />and non-monetary factors. Each faptor is assigned a certain <br />value. The alternative with the highest score would be <br />considered the most cost effective and feasible. <br /> <br />2. Non-monetarv Factors. <br /> <br />The non-monetary factors that will be considered in the <br />decision matrix (from Factors 3, 5 and 6) are discussed <br />below: <br /> <br />a) Impacts on man-made environment. natural environment. <br />and the existina social structure. The man-made <br />environment refers to infrastructure needed to support <br />day to day living, such as housing, utilities, <br />transportation networks, and similar items. It could <br />
