The report was prepared for <br />submittal to the Colorado Water Conservation Board as part of your $950,000 loan <br />request. <br />The purpose of this report was to evaluate and select the most cost~effective and <br />feasible method to provide a reliable source of raw water to the Norwood system during <br />the winter period when Gurley Reservoir is shut down. As part of the report, a <br />preliminary screening of 11 different alternatives was made, 6 of which were structural <br />alternatives and 5 non-structural. The matrix indicated that a 30-million-gallon <br />reservoir constructed on a site west of the water treatment plant is the preferred <br />alternative. The Colorado Water Conservation Board approved the reservoir concept and <br />loan at their monthly meeting on January 25, 1995. Final acceptance by the CWCB staff <br />is contingent upon submittal of a detailed plan for acquiring and utilizing adequate water <br />supplies for purposes of the proposed project.
