Upgrade the old City reservoir and use Cone Reservoir <br />water. <br /> <br />Non-structural items that will be considered are as <br />follows: <br /> <br />1. Modify the bylaws of Farmers Water to allow releases <br />during the winter, or convert the Town shares to a <br />water right. <br /> <br />2. Evaluate other water rights and/or purchase of shares <br />from Gurley Reservoir. <br /> <br />3. Evaluate feasibility of water conservation. <br /> <br />The following factors should be considered in evaluation <br />of any structural improvement to the system: <br /> <br />1. Reservoir options - geology and subsurface conditions, <br />location with respect to existing infrastructure, <br />effects of off-stream versus on-stream reservoirs, <br />excavation and embankment required, land ownership and <br />sources of feeder canals. <br /> <br />2. For pipeline options - right-of-way requirements, <br />subsurface conditions, (particularly rock), pipeline <br />size, pipeline material, freezing problems, and <br /> <br />restrictions on taking water directly from Gurley <br />Reservoir. <br /> <br />3. For groundwater alternatives - geology, water rights, <br />location with respect to infrastructure, reliability <br />of source. <br /> <br />4. Pump station on San Miguel - pumping requirements, <br />location and type of pipeline required, access in <br />winter, reliability of source. <br /> <br />Non-structural items that must be considered are <br />availability of water rights in the area and their cost, <br />coordination with Farmers Water for operation of Gurley <br />Reservoir and coordination with San Miguel Water Conservancy <br />District with respect to construction of a combined irrigation/ <br />municipal reservoir. <br /> <br />1-4 <br />
