Topographic Features
a. Areas that are generally too steep or with rugged terrain which would
make construction difficult.
b. Areas in which access is difficult or restricted.

2. Landuse and Ecologic Features
a. Important recreational areas.
b. Sensitive breeding areas for wildlife.
c. Areas with sensitive ecosystems or endangered species.
d. Industrial operations within the project area which could influence water
quality and quantity.
e. Areas of archaeological importance.

3. Hydraulic
a. Location which would impose adverse operational requirements for water
diversion to reservoir.
b. Areas that restrict design and performance of outlet works and spillway.

4. Geologic Features
a. Areas with major active Caults.
b. Areas in which significant foundation instability, structural discontinuities,
and/or seepage problems may be experienced.
c. Areas with active landslides or other adverse geologic conditions.

5. Ownership
a. Areas impacted include private property.
b. Water rights.
c. Rights to minerals and natural resources.

7.3 Fatal Flaw Study

A fatal flaw for this study is defined as a site characteristic that, on its own, is sufficiently
unfavorable to eliminate a site from further consideration. Guidelines for identifying a fatal flaw
are summarized on Table 7.2. eandidate sites possessing a fatal flaw were excluded from
further evaluation.

13
