Those criteria are presented in the following sections. <br /> <br />Decreed Diversion and Storage <br />The initial requirement for the operation studies was to quantify the water <br />available for diversion and storage at the locations designated in the 1966 <br />YJWCD water right decrees. Figure Vol shows the general location of all the <br />absolute and conditional water rights in the Upper White River Basin that <br />are senior to the YJWCD's 1966 conditional rights. Figure V-I also shows <br />the YJWCD's 1966 storage rights at Ripple Reservoir and Lost Park <br />Reservoir. T1e location of the YJWCD 1966 direct flow right is on the Nort.h <br />Fork of the Wlite River below the Ute Creek inflow. These original water <br />rights locations were used as the base control in determining the water <br />available for storage or diversion under the YJWCD senior water right. Base <br />case computat 'j ons were fi rst made assumi ng that the tot a 1 87,530 acre-foot <br />annual demand was diverted at the decreed diversion point and that the <br />Ripple and Lo~;t Park Reservoirs would release water as needed to meet the <br />delivery system requirements. <br /> <br />V-2 <br />
