In addition to the dry year of 1977, this period also
includes the driest two-year and five-yealr periods, as well as the first,
third, and fourth driest and third wettest single years. This period was
also comparee to the 74-year records at the near-Meeker gage, and the
statistical means and variances of the short-term and long-term records were
found to be ~ithin a 90-percent confidence interval.

Streamflow Data Correlations
Within the 19S3-1979 period selected for the study, there were partial
records of runoff from sub-basins in the Upper White River Basin. Some of
the gaging point locations matched the locations of project facilities fJr
storage and diversions from the 1972 Yellow Jacket Project Study.
Streamflow information was required at these locations for the entire
1953-1979 period for use in the operation studies. The missing data were
generated by :orre 1 at i ng the part i a 1 records with downstream gages. The
North Fork fl)w records from the "at-Buford" gage, which are more complete,
were used as the base data. Available monthl,y records for the upper
sub-bas i ns w,~re plotted agai I'lst "at-Buford" f 1 QWS to form the basic
correlation. The sub-basin correlations were then checked for continuity to
ensure that tile sum of all sub-basins on the North Fork equalled the total
measured fl ow.

Water Rights

General
The scope of lIork for this study specified the
rights in fOrrlulating a water supply project.
right in supplying various demands depends

use of on ly the Y JWCD water
The effectiveness of a water
not only upon the physicel

11-8
