The Water and Sewer Board of the City <br />is required to "acquire, develop and protect the water supplies <br />decreed and adjudicated or contracted for, for the City". <br /> <br />The Water and Sewer Board's action approving the rehabilition is <br />the necessary authority and a vote of the citizens is not <br />necessary.
