The motion was carried unanimously. <br /> <br />7. CONSIOERATION OF A REQUEST FROM THE EAST GREELEY LAND COMPANY TO <br />EXCHANGE TRACTS OF LAND OF APPROXIMATE EQUAL SIZE LOCATED IN THE <br />VICINITY OF THE MOSIER HILL RESERVOIR <br /> <br />This was a separate request involving the same property discussed in Item 6. <br />Mr. Scott, representing the East Greeley Land Company, was requesting that the <br />City and the Company exchange two triangular parcels of equal size in an <br />effort to square off the property and make the property lines more orderly. <br />There are City of Greeley water lines running through the property to be <br />exchanged, and Mr. Rybus said he has informed Mr. Scott that the East Greeley <br />Land Company will have to allow for easements for these lines. Mr. Rybus <br />recorTlllended that, if Mr. Scott's request were approved, it should be <br />stipulated that he is to be responsible for all costs involving the survey and <br />legal description. <br /> <br />A motion was made by David Clarkson and seconded by Elmer Rothe to approve the <br />land exchange with the stipulation that the East Greeley Land Company bear all <br />survey expenses. The motion was carried unanimously. <br /> <br />Water Aoard Attorney Bill Bohlender stated that all easements should be shown <br />on the survey. <br /> <br />8. RAW WATER SUPPLY PROJECTION FOR 1987 <br /> <br />Eric Wilkinson gave a detailed water supply and demand SUrTlllary. The City's <br />1987 water surplus is estimated to be approximately 10,975 acre feet. Mr. <br />Rybus said the staff will contact parties who have rented water in the past in <br />an effort to market this water. <br /> <br />9. CONSIDERATION OF AUTHORIZING THE STAFF TO ENTER INTO AN AGREEMENT WITH <br />MORRISON-KNUOSEN ENGINEERS, INC. TO CONDUCT ENGINEERING FEASI8ILITY <br />STUDY OF REHA8ILITATION OF 8ARNES MEAOOW OAM <br /> <br />Mr. Rybus said this project is included in the Budget and Capital Improvements <br />Program. The staff is requesting that Morrison-Knudsen Engineers perform the <br />study because they recently performed studies on three other City of Greeley <br />reservoirs, and the Colorado Water Conservation Board has endorsed them. The <br />cost of this study will be $45,000, and the staff is pursuing a 50% grant from <br />the CWC8. Eric Wilkinson then detailed the work to be performed at 8arnes <br />Meadow Reservo; r. <br /> <br />A motion was made by David Clarkson and seconded by Elmer Rothe to authorize <br />the staff to enter into the agreement with Morrison-Knudsen Engineers and the <br />Colorado Water Conservation Board for the engineering feasibility study at <br />Barnes Meadow Dam. The motion was carried unanimously. <br /> <br />10. CONSIDERATION OF RE-RENT AGREEMENT WITH R.K.W. PARTNERSHIP AND OFFER <br />FOR PURCHASE OF 1.77 ACRE FEET OF SEVEN LAKES WATER <br /> <br />This request involved water transferred to the City to satisfy the raw water <br />requirement for Gallery Green. The developers were requesting to enter into a <br />standard re-rent agreement for that portion of the water which is not <br />presently necessary to supply the developed area. The developers were also <br />requesting that the City purchase 1.77 acre feet of Seven lakes water which <br />was an excess amount from the raw water transfer. The 1.77 acre feet of water <br />was offered at a price of $750 per acre foot, for a total of $1,327.50. Mr. <br />Rybus recommended approval of the re-rent agreement and requested that he be <br />authorized to make a counter offer on the water purchase. Based on recent <br />water sales, Mr. Rybus felt that a counter offer of $1,000 for the 1.77 acre <br />feet of Seven Lakes water would be an equitable price. <br />
