You conveyed the need for this <br />legal opinion during a conversation with Mr. Eric Wilkinson on May 15, <br />1987. That opinion, as you directed, addressed the same points as <br />specified in your letter of June 17, 1986 (relating to the three 1986 <br />feasibility studies). The opinion was enclosed as Attachment B in the <br />letter to you from Mr. Mark H. Rybus, Director of the Greeley Water <br />and Sewer Department, dated May 21, 1987. That legal opinion was <br />based on the assumption that the 1987 Contract for the Barnes Meadow <br />Dam feasibility study would be similar to the 1986 Contract (Contract <br />No. C-153467) between the CWCB and the City of Greeley. <br /> <br />I have reviewed the proposed Contract between the CWCB and the <br />City of Greeley for the Barnes Meadow Dam Study and have indeed found <br />it to be similar to the 1986 Contract (Contract No. C-153467). This <br />letter shall serve to confirm the legal opinion previously submitted <br />with the May 21, 1987 letter from Mr. Rybus. As the requirements for <br />a legal opinion specified in your letter of May 29, 1987 are the same <br /> <br />, ------ <br />
