<br />, ',' <br /> <br />t.!----"..-, <br /> <br />r:.~ <br /> <br />" <br /> <br />At this stage of the study, the communication and coordination with the <br />technical staff of the City and CWCB is essential to ensure that the <br />characteristics of each potential solution are adequately defined. r~KE shall <br />prepare a brief interim report to document the background and development of <br />the alternatives for the project to this point. <br /> <br />The second phase of the alternative selection process under this task shall he <br />to compare and 'examine the alternatives in relation to the suitability for <br />project implementation. Reconnaissance-level cost estimates shall be made, <br />taking into account a wide range of contingencies. At this stage, the 10ng- <br />tenn operation and maintenance advantages and disadvantages shall also be <br />reviewed. Judgmental values shall be applied in regard to assessing the dam's <br />safety and long-term liability, even though such factors may not be directly <br />quantifi ab1 e. <br /> <br />The City, CWCB, and the I~KE project team shall conduct meetings which will <br />lead to a mutual agreement as to which alternative to carry forward on this <br />project. Sub-alternatives or integration of the alternatives may result from <br />thi s process. <br /> <br />The final step in this task shall be to proceed to the feasibility design <br />phase, based on the results of the alternative selection process outlined <br />above. Further detailed analyses shall be made regarding the structural and <br />hydraulic elements. Checks shall be made on earlier criteria and assumptions, <br />and the design shall be advanced to a feasibility level. Test results and <br />strength parameters shall be revi ewed and addi ti ona 1 stabil i ty ana lyses \~il1 <br />be perfonned as necessary. Spillway and dam modifications shall be compared <br />in greater detail and outlet works design refined. <br /> <br />Layouts and drawings shall be prepared to meet CWCB report standards. New <br />cost estimates shall be prepared based on a more detailed computation of <br />quantities and unit prices. <br /> <br />The plan developed under this task shall become the preferred plan for repair <br />and rehabilitationto be used in the remainder of the feasibility analysis for <br />th1 s project. <br /> <br />- 6 - <br />
