1

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Summary

The Beaver Park Irrigation System is located at Penrose
in eastern Fremont County, The organization is a mutual ditch
company with J40 shareholders and irrigates J,450 acres of
land. The system also supplies water to the Penrose Water
District for domestic use. The system's storage reservoir is
leased to the Colorado Division of Wildlife for fishing and
recreation use,
The irrigation system diverts water from Beaver Creek, a
tributary of the Arkansas River, and has direct flow water
rights for 90.9 cfs and a storage right for 4,185 acre feet.
The average annual diversion is 12,J45 acre feet, The ditches
and laterals in the system have seepage losses of up to 50%
of the water diverted, resulting in severely limited deliveries
to the shareholders. The shareholders desire to repair the
ditches and laterals to reduce the seepage losses and to
provide a better delivery system,
The major repair items, as approved by the Board of
Directors, would be constructing a concrete lining for 24,200
feet of ditch and modification of the diversion and storage
facilities, The estimated cost of the repairs during a three-
year period is $629,500, which includes a 12% inflation rate
during the construction period, These repairs could save up
to J,600 acre feet per year of seepage, thus improving the
deliveries to existing irrig~ted land, providing a more stable
water supply to the Penrose Water District, and allowing for
the irrigation of 1,000 additional acres of previously irri-
gated land.
The benefits of the rep~irs are estimated at $180,000
per year in increased crop yields and $J75,000 in the sale of
shares for new irrigated land, The present worth of the
repairs is $1,910,000 with a benefit-to-cost ratio of J.OJ,
