The NRCS estimates the costs of the completed project at $325,550. The NRCS cost breakdown
for the project is given below in Table 2, Operation and maintenance costs for this project are
expected to be minimal over the next twenty years.

Implementation Schedule

The NRCS is expected to complete the final design by mid-January 1999, Construction is
expected to begin summer 1999 and to be completed fall 1999.

Permitting

This project does not fall under the Corps of Engineers jurisdiction and as such is exempt from
regulation under Section 404 of the Clean Water Act and does not require a permit. Section 401
certification by the State of Colorado is not required in the absence of a 404 Permit process. The
Colorado State Highway Department requires a Utility Permit that will allow partial closure of
the highway during construction, This will be obtained before starting construction,
