<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />EXECUTIVE SUMMARY <br /> <br />The Florida Water Conservancy District (District) submitted <br />an application for a feasibility study to the Colorado Water <br />Resources and Power Development Authority (Authority) in August of <br />1984. The study was to focus on the feasibility of retrofitting a <br />small hydroelectric power unit in the existing outlet works of <br />Lemon Dam and to investigate the repairs required on the outlet <br />gates. The Authority authorized the feasibility study of the <br />Lemon Dam Project in February of 1985. <br /> <br />The Lemon Dam Project is located about 14 miles northeast of <br />Durango in southwest Colorado. The dam was constructed by the <br />Bureau of Reclamation in 1963 and is operated by the District. <br />The dam provides irrigation water for 19,450 acres of land. <br /> <br />The Lemon Dam Project consists of two components which are: <br />1) installation of a 110 kW hydroelectric power plant and 2) <br />repair of the seats on the main gates. The District holds a FERC <br />preliminary permit on the power plant site which gives it ex- <br />clusive rights to the site. Reclamation has stated that the gates <br />should be repaired because of about 0.25 cfs of leakage. The <br />feasibility report describes the technical requirements and the <br />plan of development for each component. <br /> <br />The gate repair involves replacing seats on two pairs of <br />gates which control releases from the dam. In order to repair <br />these seats, the outlet works upstream from the gates must be <br />dewatered to allow access to the two upstream gates. There is no <br />simple method to dewater the outlet. A plan to block this intake <br />was developed which requires the underwater placement of a steel <br />plug. The plug would have an 8-inch valve so that small releases <br />can be made to the river below the dam while the outlet is <br />plugged. <br /> <br />1 <br />
