The community is diverse, cosmo- <br />politan and easily polarized on issues, including those relating <br />to natural resource management. <br /> <br />5.7.4 Social Organization <br /> <br />The standard social services available in most small American <br /> <br /> <br />cities are found in Durango, including a four-year college. <br /> <br /> <br />Because of its diverse population and economic base, the Animas <br /> <br /> <br />HRU is not as vulnerable to social disruption from projects such <br /> <br />as mineral or ski area development as most other communities in <br /> <br /> <br />southwest Colorado might be. <br /> <br />5.7.5 Population and Land Uses <br /> <br />Population increases of the past decade have created a <br /> <br /> <br />problem with the conversion of agricultural lands to residential <br /> <br /> <br />and commercial uses, particularly when converted lands are adja- <br /> <br />cent to the National Forest. Loss of access and key big game <br /> <br /> <br />winter range are two adverse effects. Recreational use of the <br /> <br /> <br />National Forest is growing as populations increase, with much of <br /> <br /> <br />the increased use occurring on forest lands in the Animas HRU. <br /> <br />Vegetation treatment is necessary to maintain the scenic views <br /> <br /> <br />people are accustomed to and to provide for increased capacity on <br /> <br />big game winter range to compensate for the rapid loss of private <br /> <br />land." <br /> <br />5.8 HISTORICAL AND ARCHEOLOGICAL RESOURCES <br />According to page 13 of the Definite Plan Report (1959) and <br />the Draft Management Plan (DMP) (1985) prepared by Reclamation, <br /> <br />5.0-25 <br />
